BIP75 Update for SEC Formatted Public Keys and Unique Identifier

This update is based on the results of a recent implementation of BIP75 addressing three issues that were encountered: 1) Further specification of the format for sender_public_key and receiver_public_key 2) Set the identifier field of ProtocolMessage / EncryptedProtocolMessage to be required 3) Add entropy for ProtocolMessage / EncryptedProtocolMessage identifier
