BIP353: Advance to Active

I think this can be advanced to Active as several projects have implemented support. BIP 353 has been implemented by Phoenix, Cake Wallet, Sparrow, and CLN. Additionally, some LDK-based and breez-sdk-based projects are working on support. cc: @TheBlueMatt
