BIPs 157, 158: update status to Final, add Requires header

Update status of BIPs 157 and 158 from Draft to Final. As described in https://github.com/bitcoin/bitcoin/blob/8ee8a951c205c5365f7557253b8fffc12e6e670c/doc/bips.md, BIPs 157 and 158 have been deployed since 2020: *Compact Block Filters for Light Clients can be indexed as of **v0.19.0** ([PR #14121](https://github.com/bitcoin/bitcoin/pull/14121)) and served to peers on the P2P network as of **v0.21.0** ([PR #16442](https://github.com/bitcoin/bitcoin/pull/16442)).* Also add `Requires` headers in
